About the Programme

Established under Presidential Decree No. PQ-174 (31 May 2023) and Decree No. PQ-110 (25 March 2026, “Eco-Culture” national project), Green University is Central Asia’s first specialised institution dedicated to environmental protection, climate change, and sustainable development. Under these decrees, 50 grant-based places are allocated to students from Turkic states for the 2026/2027 academic year across the following English-taught programmes:

Who Can Apply

Important eligibility note: the official government notice (based on Presidential Decrees PQ-174 and PQ-110) specifies this grant is for 50 students who are citizens of Turkic states (e.g. Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan, and other Turkic-speaking countries) — it is not a fully open worldwide competition, despite promotional materials describing admissions as “open for international students worldwide.” Applicants should confirm their country’s eligibility directly with the university before applying.

Foreign citizens who hold a bachelor’s degree (for Master’s applicants) or meet the general secondary education requirements (for Bachelor’s applicants), and who either hold an English-language proficiency certificate (on request) or a recommendation letter from an official state institution of their country of citizenship, are eligible to enter the grant competition.

  • 3×4 cm photograph
  • CV in English, including contact details and email address
  • English proficiency certificate: IELTS 5.5, CEFR B2, or TOEFL iBT 72 (requested on a case-by-case basis)
  • Motivation essay in English (250–300 words)

Evaluation Criteria

Maximum score: 100 points — interview (up to 70 points: subject knowledge and understanding up to 40, logical thinking and answer quality up to 20, professional motivation and clarity of goals up to 10) plus motivation essay (up to 30 points: language proficiency up to 5, motivation for the chosen programme up to 15, logical reasoning and topic coverage up to 10). Minimum passing score for an admission recommendation: 70 points.

Funding Notes

For each foreign student awarded a grant, scholarship payments, airfare, accommodation, and living expenses are covered in accordance with an order of the Chairman of Uzbekistan’s National Committee for Ecology and Climate Change — i.e. this is a fully funded scholarship for successful grant recipients.
