Who Can Apply
To be eligible, applicants must:
- Kellogg Institute Doctoral Student Affiliates enrolled in a PhD program or the JSD Program in International Human Rights.
- Applicants must be in good standing in their respective departments.
- Applicants must conduct research related to international studies and one or more of the Kellogg Institute’s thematic priorities.
- Applicants must exhaust available departmental and Graduate School support before applying.

Value
- Individual grants of up to $2,000 are available.
- Support may cover eligible costs related to traveling to academic conferences where applicants present papers.
- The Institute may support per diems for food up to 50% of the applicable domestic or international State Department rates.
- Awards may be adjusted when applicants receive funding from another source.
Selection Criteria
Applicants are assessed on:
- Quality of the proposal
- Student’s academic record
- Relationship of the proposed research to the Kellogg Institute’s core democracy theme
- Appropriateness of the proposed budget
Required Documents
- Completed Conference Grant Application form, including budget questions and information about other funding sources
- Supporting documentation for budget items, such as an Airbnb quote
- A letter explaining how the conference will contribute to the applicant’s scholarship and how the work connects to the Institute’s core democracy theme
- An up-to-date graduate CV
- Documentation confirming conference participation, such as written confirmation or a conference program
- A formal invitation to present the research if applying for support to attend another forum
- An official Notre Dame transcript; electronic transcripts are accepted
- Endorsement from the applicant’s principal advisor through a short form submitted via the application system
How to Apply
Applicants should sign in to the online application system using “Sign in with Google” and their Notre Dame credentials. Applications are reviewed on a rolling basis and should be submitted soon after conference participation is confirmed, and no later than 30 days before the proposed travel begins.
